Dr. Zoubair Khouaja
Founder & Programs Director
Dr. Zoubair Khouaja is a senior researcher at the Faculty of Law, Charles University in Prague, a lecturer at various European universities, and the Programs Director of the Social Sciences Lab MENA in Estonia. His work focuses on constitutional law, governance, sovereign debt, public policy, and legal and political developments in the Middle East and North Africa (MENA).
With over 12 years of experience in academia and the nonprofit sector, Dr. Khouaja has collaborated with national and international organizations on projects related to democratic transition, constitutional reform, human rights, political participation, public policy, and security. He has designed and managed initiatives that strengthen civic engagement, legal empowerment, and institutional governance across the Arab region.
Dr. Khouaja is an alumnus of the International Visitor Leadership Program (IVLP) of the U.S. Department of State, an international professional exchange program for emerging and established leaders from around the world. He is also an elected Board Member of the Administration in the Middle East and Public Policy Association (AMEPPA) in Cairo, a member of the Council of Europe's Network of Experts on Women's Empowerment in Lisbon, a member of the Arab Organization for Constitutional Law in Tunisia, a founding member of the Arab Islamic Center for Human Rights in Geneva, a member of the Scientific Committee of the Journal of Professional Studies at Marywood University in the U.S., and a jurist with A.H.A Law and Legal Consultation Group in Kuwait.
Throughout his career, Dr. Khouaja has led and contributed to numerous international initiatives, including the A'ridaty Law Project, funded by the U.S. Department of State, which promoted legal awareness and civic participation. He also led the Estonian Open University (EOUniversity) in Estonia for 10 years, contributing to its development as an international platform for accessible higher education and global learning opportunities. His work has been recognized through several prestigious international scholarships, research grants, and academic awards that have supported his research and professional development.
Alongside his academic and nonprofit work, Dr. Khouaja has experience in international business, legal consulting, finance, contract management, and organizational leadership. His multidisciplinary background enables him to connect legal scholarship with practical policy implementation and institutional development.
Fluent in Arabic, English, French, and Spanish, Dr. Khouaja brings a multilingual and international perspective to his research, teaching, and professional engagements. His work continues to contribute to scholarship on constitutionalism, governance, and public policy while supporting legal and institutional development across the MENA region and beyond.
